Contractor From Norwalk Without Valid License Accused Of Not Completing Work On Westport Home

A contractor has been charged with allegedly not completing work on a Connecticut home and working without a valid license.

Vincent Balducci, age 58, of Norwalk, was arrested on Wednesday, May 10 for violation of home improvement requirements in Westport.

His arrest comes after Westport Police initiated an investigation following a complaint made by a local resident who had contracted for work to be performed on their home and suspected that Balducci was not licensed, said Lt. Eric Woods, of the Westport Police.

The resident alleged that money was exchanged for work that was never completed and when contacted could "not get a straight answer" about when it would be done, Woods said.

Woods said that Balducci offered, via a signed contract, to complete home improvement work knowing that his state Home Improvement License was not valid. 

An investigating officer confirmed that the license was not valid at the time that services were offered.

A warrant was granted and Balducci turned himself in to the Westport Police Department where he was processed, and released on a court-set bond of $15,000.
